  • Strategic alliance between the private sector and public administration to strengthen the maritime industry: The association’s president emphasized that close collaboration with public authorities is essential to defend the interests of companies and ensure that Spain continues to progress as a modern maritime nation.
  • New regulatory frameworks underway for maritime navigation and shipping registries: The Directorate General of the Merchant Marine announced that the Maritime Navigation Planning Regulation — which will govern operations beyond established limits — as well as the future Regulation of the Spanish Maritime Registries, are in their final stages of development.
  • Concerns over timeline misalignment in the implementation of the Single Window system: The Directorate General of Customs warned about the time gap between the new summary declaration system (scheduled for late 2023) and the European Maritime Single Window (planned for 2025), which could disrupt the currently smooth communication with State Ports authorities.
  • The ship agent as a key figure in the new Strategic Framework 2030: State Ports highlighted the importance of the ship agent as the professional who connects, coordinates and resolves operational issues between public authorities and private clients, positioning this role as central within its long-term strategic planning.
  • Towards full digital transformation: from the “smart port” to the “digital twin”: The sector is moving toward interoperable digital infrastructure that enables the transition from basic administrative management to real-time B2B data exchange, including innovation projects with startups through the Ports 4.0 fund.
  • Sustainability will be “non-negotiable” in maritime logistics within five years: Energy transition and decarbonization are presented as immediate challenges, with environmental performance expected to become as decisive as price or service quality for cargo owners in the near future.
